The ICPAS is governed by a Council comprising eight elected practising members and eight elected non-practising members. The Council may appoint a member of the Institute to be a co-opted member of the Council. It may also from time to time appoint representatives from such institutions as it thinks fit to serve in their personal capacity as members of the Council.

Mr Tan Boen Eng
President


Mr Tan Boen Eng, FCPA Singapore and FCPA (Australia), has been the President and a Council Member of ICPAS since 1995 and 1984 respectively. He graduated with a Bachelor of Arts with Honours in Economics from the University of Malaya in 1959.

Within the Institute, Mr Tan chairs the following committees: Accreditation Committee, Certified Accounting Technicians (CAT) Committee, China Committee, Disciplinary Committee, General Purpose & Finance Committee, Singapore Accountancy Academy Committee and Singapore Accountant Editorial Board. He serves as the Deputy Chairman of the Association of Taxation Technicians Singapore (ATTS) Committee and Taxation & Levies Committee. In addition, Mr Tan is a member of the CPA Australia Committee.

Mr Tan is currently the Managing Director of AsiaPrime Associates Pte Ltd, a position he held since 1996.

Mr Tan has extensive experience in taxation with a distinguished career spanning 36 years at the then Inland Revenue Department and the Inland Revenue Authority of Singapore (IRAS). He retired as the Senior Deputy Commissioner of IRAS in 1992. Mr Tan was the Chairman of the Securities Industry Council, the watchdog body of the securities industry from 1994 to 1997. He served as a Director in Singapore Pools Pte Ltd from 1973 to 1995. He is a Council member of the ASEAN Federation of Accountants (AFA) and served as its President from 1 January 2000 to 31 December 2001. Mr Tan was a Member of the Public Accountants Board from June 1995 to March 2004. He is also a Board Member of the Accounting and Corporate Regulatory Authority (ACRA) with effect from 1 April 2004. In addition, he represents the Institute in the Asia-Oceania Tax Consultant's Association (AOTCA).


Dr Ernest Kan Yaw Kiong
Vice President


Dr Ernest Kan Yaw Kiong, FCPA Singapore, has been the Vice-President since 2002, and a Council Member of the Institute of Certified Public Accountants of Singapore (ICPAS) since 2000.

Dr Kan, who has over 25 years of professional experience, is also a Chartered Accountant (FCA) of the Institute of Chartered Accountants in England & Wales, a Chartered Certified Accountant (FCCA) of the Association of Chartered Certified Accountants (ACCA) UK and a FCPA of CPA Australia. His academic qualifications include a PhD in Business Administration, Master of Philosophy and BA Degree in Accountancy Studies.

Currently a Partner, Head of IPO Group, Head of Global Chinese Services Group and Head of Learning at Deloitte & Touche Singapore, Dr Kan also serves on the firm's Management Committee.

Dr Kan is actively involved in the development of the accountancy profession internationally, regionally and in Singapore, as well as the accountancy education in Singapore.

On the international front, Dr Kan was a Board Member of the International Federation of Accountants (IFAC) from 2003 – 2005. On the regional front, Dr Kan is a Council Member of the ASEAN Federation of Accountants (AFA).

In Singapore, Dr Kan is a member of various committees at ICPAS, chairing the ACCA Committee, Auditing and Assurance Standards Committee, Corporate Governance Committee, Examination Committee and Investigation Committee. He is also the Deputy Chairman of the Singapore Accountancy Academy Committee. He serves on the Accounting Standards Committee, Accreditation Committee, General Purpose & Finance Committee, and the Singapore Accountant Editorial Board.

Dr Kan's vast experience and knowledge in the accountancy profession resulted in invitations to speak at various local and international conferences, such as the 14th AFA Conference: "Establishing a Unified market for Accounting and Auditing Services in ASEAN" in Vietnam in 2005, CPA Forum 2005: "The Agenda – Corporate Culture" held in Singapore, "International Conference: Redefining the Accountancy Profession: A Measured Response to Global Challenge" conference organised by the Institute of Chartered Accountants in India in 2004, CPA Forum 2004 – "Challenge of Change: Driving Governance and Accountability" in Singapore, "16th World Congress of Accountants" held in Hong Kong in 2002, the 5th Indonesia National Accounting Convention: International Financial Reporting Standards; Are We Ready? in 2004, CPA-Lawyers Association of the Philippines, 2nd National Conference in Manila: Corporate Governance Approaches in Asia Pacific 2004, 13th AFA Conference & 18th National Conference of Thai Accountants: Making ASEAN the Voice to Global Accounting Profession 2003, and various conferences and seminars organised by ICPAS, ACCA and CPA Australia.

On the education front, Dr Kan serves as the Deputy Chairman of the Business and Services Academic Advisory Committee of the Institute of Technical Education and a member of the Advisory Board of the Singapore Management University (School of Accountancy). He also serves on the Professional Development Committee of the Singapore Institute of Directors. His past appointments include being an external examiner at Ngee Ann Polytechnic and an external assessor for the Association of Accounting Technician (UK). He was a part-time lecturer in the ACCA Professional Examination Courses for 14 years. Under his dedicated coaching, Dr Kan has produced several worldwide and Singapore prize winners. In addition, Dr Kan is the author and editor of various ACCA textbooks, study manuals and revision kits. His most recent publication is the "Audit and Internal Review Principles and Practices in Singapore", published by CCH.

Dr Kan holds numerous senior positions in various statutory boards in Singapore. He is a Board Member of the Accounting and Corporate Regulatory Authority (ACRA) and a Member of the Public Accountants Oversight Committee (PAOC). Prior to this, Dr Kan was a Board member of the Public Accountants Board, and a member of the Standard Setting Process Subcommittee of the Disclosure and Accounting Standards Committee (DASC). He was also a Board Member of the Agri-food & Veterinary Authority (AVA) of Singapore and Chairman of its Financial & Audit Committee between 2000 and 2006. In addition, he is a member of the Government Parliamentary Committee (GPC) Resource Panel (Finance and Trade & Industry).

Further to his outstanding service to the accountancy profession, education and the government, Dr Kan contributes to the community at the grassroots level. He is the Assistant Treasurer of the Punggol North Citizens Consultative Committee. In recognition of his distinguished service, he received a Certificate of Service from RADM (NS) Teo Chee Hean, Minister for Defence and MP for Pasir Ris-Punggol GRC in August 2004. Other awards which he has received include the Certificate of Appreciation from the Institute of Certified Public Accountants of Singapore (ICPAS) in 2003, the Long Service Award (Silver) from the Institute's training arm, the Singapore Accountancy Academy in 1997 and 2002 and the Service Award with Deloitte & Touche in 1998.


Khoo Ho Tong
Treasurer


Mr Khoo Ho Tong, FCPA Singapore, has been ICPAS Council member since 1994. He also served as the Institute's Treasurer between 2002 to September 2004.

Mr Khoo serves on various committees of the Institute. He is currently Dupty Chairman of both the CAT and Membership Committees.

He also sits on numerous committees as a member including China, General Purpose and Finance, Investigation, Public Accounting Practice, Singapore Accountancy Academy as well as Taxation and Levies Committees.

Mr Khoo is currently practising under the name of H T Khoo & Company.
